Move projects and runner to their own group

Trying to fix #354611 (closed)

I'm not too sure why runner wouldn't pick up jobs in this case (so far only in nightly). But I did see that the test tried to register runner under upstream project and downstream project pipeline was the one that stuck. Why does this only happen in nightly? That I don't know. But I'm going to try and move these projects and runner to their own group. Register runner to the group as shared runner so pipelines from both projects can be picked up.
