Docs update permissions for job tokens + packages

What does this MR do and why?
There is a known issue for Self-Managed instances in which the CI_JOB_TOKEN cannot be used for internal projects. This is a bug that is captured in the issue #333444 (closed). But it's confusing for users because according to the docs, they can use the job token.
So, this MR updates the docs to note that this issue exists.
