What does this MR do and why?

The ZenTao menu items is going to be moved under the Issues menu when the ZenTao Issues menu is active. The ZenTao Issues menu can be active when the ZenTao integration feature is available and enabled.

How to set up and validate locally

  1. To enable / disable GitLab issues, go to Project > Settings > General, then expand the Visibility, project features, permissions section and toggle Issues.

  2. To enable / disable ZenTao integration issues, go to Project > Settings > Integrations > ZenTao. Click on the Enable integration checkbox to see the changes.
