What does this MR do and why?

This MR implements a workaround for an Issue on the Security Configuration Page described in: #350307

It hides the status indicator of the scanner and the ability to configure it via Merge Request as described here.

Once the according Backend Issue is solved, this MR needs to be reverted this is tracked in this follow-up Issue #357070
