This change moves the IP address underneath the runner ID/description in the runner list view.

How to set up and validate locally
- With at least one runner registered.
- Visit Admin -> Runners (e.g. http://gdk.test:3000/admin/runners)
- Confirm the table contains a runner's IP address under the runner description
