What does this MR do and why?

For #348658 (closed)

This just updates the text in the pipeline editor button that shows up when the user doesn't have a CI config file yet.

How to set up and validate locally

  1. Go to the pipeline editor (CI/CD > Editor)
  2. Switch to a branch that doesn't have a CI file yet.
  3. Verify that the button text has changed.
