Add a reference to the 14.8.2, 14.7.4, 14.6.5 Security Release post to the 'Upgrading GitLab' docs page

What does this MR do and why?

The 2022-02-25 Security Release to 14.8.2, 14.7.4 and 14.6.5 will automatically rotate (via a database migration) runner registration tokens for a GitLab instance. If a GitLab administrator is not aware of this, this breaking change has the potential to create significant operational disruption.

A customer of recently was surprised by this when upgrading from 14.7.3 to 14.8.5, which prompted this MR to add a call-out to this behavior in the docs that admins typically are [or, should be] reviewing with every upgrade.
