[graphql] Remove use of `accepts_definition` in graphql

What does this MR do and why?

GraphQL::ObjectType.accepts_definitions and GraphQL::Schema::Object.accepts_definition deprecated in graphql 1.13.12 and removed in 2.x

These defined an authorize method on the type that we used to keep track of the permissions needed for a type, such as authorize :read_issue. That has now been moved to Types::BaseObject
