Increase number of parallel review-qa-reliable jobs to 10

The average duration of review-qa-reliable job has been tracking upwards as we've been adding more tests to reliable bucket and ideally we would want to keep it under 10 minutes so it completes roughly at the same time as smokes. With !84262 (merged) we'll be adding 18 more test cases to reliable so it is time to increase the amount of parallel jobs to spread the load.
