Add tests for vulnerability_report.vue

This MR adds tests for vulnerability_report.vue, which were missing before. Please note that this is an intermediate MR; I have a follow-up MR that modifies how vulnerability_report.vue works, but to keep the size of that MR down, I broke out these tests. The tests are complete for how the current vulnerability_report.vue works, but be aware that the follow-up MR will change them. Follow-up MR: !85303 (merged)
