What does this MR do and why?

This MR removes the unused mailer GitlabSubscriptions::SeatUsageMailer, and files associated with it. It cleans up dead-code.

How to set up and validate locally

  1. Start the app locally
  2. Go to Notify section on Mailers preview: http://gdk.test:3000/rails/mailers
  3. exceeded_purchased_seats mailer preview should not be there.
