Push rules page: rename crucial subhead, shift items around
What does this MR do?
Another round of work on the Push Rules page (https://docs.gitlab.com/ee/user/project/repository/push_rules.html) to gradually bring it closer to spec.
More work is needed. DO NOT review unchanged portions of this page. I'm trying to keep these merge requests from becoming painful to review.
- Move two caveats into a new troubleshooting section
- Rename a subhead linked from other pages
- Crosslink between rules and their caveats
- Continue shifting sections of the page around
