Document 12.10.14 maven issue and database upgrades

What does this MR do?

When this issue arose in GitLab 12.10.14, the upgrade blog post seemed like the right place to document it.

Now, customers will be upgrading via 12.10.x to get to 13.x and 14.x releases. They won't be reading the patch blog posts, and neither will we (Support) if we're helping them.

We'll see a flurry of activity as 12.x goes out of support when 15.x is released.

Author's checklist

Reviewer's checklist

Documentation-related MRs should be reviewed by a Technical Writer for a non-blocking review, based on Documentation Guidelines and the Style Guide.

    • Ensure a release milestone is set.

      • The headings (other than the page title) should be active. Instead of Configuring GDK, say something like Configure GDK.

      • If the content still needs to be edited for topic types, you can create a follow-up issue with the docs-technical-debt label.
  • Review by assigned maintainer, who can always request/require the reviews above. Maintainer's review can occur before or after a technical writer review.
