What does this MR do and why?

Refactor On-demand scans form to use a shared component to make sure the headers are consistent across the security configuration page

How to set up and validate locally

  1. Visit Security & Compliance > On-demand scans
  2. Select "new scan"
  3. The extra spacing between the header and the form should be fixed
