Update stable Terraform and add stable SAST-IaC template

What does this MR do and why?

As part of 15.0, override the stable Terraform template with the latest one. We add a stable version of the SAST-IaC template (see internal discussion) because this was being used in the Terraform template and it would be a shame if it weren't included.
