Update license compliance extension to use collapsed endpoint

- requested to merge 353968-use-license-summary-endpoint into master
  • Use new license reports collapsed endpoint

Implement polling logic and handle 204 No content in base extension component

  • Note no noticeable UX change. The change was to use an optimize endpoint that only returned the counts for the collapsed summary as opposed to all the licenses. Use the optimized endpoint added as part of #350333 (closed)
