Add service for group group links removal for free namespaces

What does this MR do and why?

  • creates a service to remove GroupGroupLinks that are not inside the namespace's hierarchy.
  • fulfills requirements in the free user cap project and scenarios detailed in #353148
  • fixes issue where we weren't only looking at top level namespaces.
