Add doc for stuck migration in 14.2

What does this MR do?

Detailed further in issue #356872 (closed) the migration BackfillDraftStatusOnMergeRequests introduced in 14.2.0 can remain stuck on some instances that did not carry any filtered records it looks for.

While the issue has been fixed for users directly upgrading to 14.10 from 14.0 it remains stuck for all other users already on various 14.x releases in the middle.

The workaround helps towards marking this identified migration as done so further upgrades can be performed without worry (even though the presence of this stuck migration record does not block any upgrades).

Author's checklist
