Draft: Prevent artifacts from being deleted if project is undergoing refresh

What does this MR do and why?

Resolves #360375 (closed)

This prevents artifact deletion temporarily when the project is undergoing stats refresh. For expired artifacts, they will be eventually deleted by the cron worker once the project refresh is complete.
