What does this MR do and why?

We want to be able to rollout work_items a bit more granularly. I think the easiest way right now is to add another feature flag. That way, we can keep :work_items as the long living feature flag for internal use. They as things are ready to get to customers or to a larger audience, we can move it to :work_items_beta before moving it out of a feature flag completely.
