Remove ambiguity around severity and our maintenance policy

  • The prior language was a bit ambiguous and still lead Engineering on a path towards opening a low severity backport request
  • This provides direct clarification that any backport request that is opened as an s3 or below will automatically be denied
  • Doing so should reduce the amount of backports or questions prior to backport requests being opened
