Move pipeline vulnerability report data to a helper

Paul Gascou-Vaillancourt requested to merge 360795-pipeline-vuln-report-data-helper into master

This moves the pipeline vulnerability report's data hash to the PipelineHelper module. This will make it easier to migrate the Security tab to Vue as part of #230749 (closed).
