Adjust storage statistics anchor in project overview

What does this MR do and why?

The MR will:

  • remove the "Files" part
  • rename "Storage" to "Project Storage"
  • link the project storage to the project usage quotas for project maintainers and admins (other roles will not have a clickable link)

How to set up and validate locally

  • Checkout the branch
  • Navigate to a project you're admin of, observe "Project Storage" anchor with link to usage quotas.
  • Navigate to a project you aren't admin of, observe "Project Storage" anchor without link.
