Fix container registry API test

What does this MR do and why?

Unquarantines the api/5_package/container_registry_spec.rb test (Failure: #360466 (comment 944763099)). It fixes the manifest deletion and status code assertion logic. Removes deletion using the API as that will be tested separately.
