Make sidebar in MRs sticky

What does this MR do and why?

In !85584 (merged) we made the sidebar part of the content on the "Overview" tab of merge requests". The major negative feedback we expect will be around the sidebar disappearing on longer issues when the user scrolls.

One way to solve that could be to make the sidebar sticky, so I explored what that would look like in this MR. The video shows the current experience, then a MR with a lot of metadata, and then a MR with minimal metadata.
