Delete unused report_not_configured_operational.vue and its test

What does this MR do and why?

On the vulnerability report, there are 2 tabs:

Some time ago, the tabs were added, but the report was not ready yet for the operational tab. report_not_configured_operational.vue was created as a placeholder so that the operational tab would show something rather than be blank. The report works now and report_not_configured_operational.vue is no longer used, so this MR removes it as well as its test.
