Assign Sec Section feature_categories

What does this MR do and why?

As a follow-up to !86698 (merged), and part of gitlab-com/gl-infra/scalability#1451 (closed), this assigns actions to their respective Sec Section groups.

While groupthreat insights is responsible for Category:Vulnerability Management, each group in sectionsec is responsible for their own categories. This includes Error Budget allocation, which can be driven by the particularities of each security analyzer category over which Threat Insights has limited control.
