Remove ci_test_report_artifacts_expired feature flag

What does this MR do and why?

This MR removes our ci_test_report_artifacts_expired feature flag which has been enabled globally on 2022-05-23.

It will now display an empty state when test reports have expired, as you can see by clicking on this test_report for gitlab-runner.
