Draft: Test: use config instead of fixed url for test

What does this MR do and why?

A hardcoded url for purchase_storage_url is used in specs, then the downstream Jihu pipeline job is failed.

To make sure that purchase url is overridable, we need to fix this case by replacing the url to a configured value.
