Remove temporary index from routes table

What does this MR do and why?

This is a cleanup of a temporary index that we needed to cleanup the orphaned routes. And after those were removed we can also validate the not null constraint on the namespace_id column.

So this MR's migration is dependent on !88629 (merged) which is why its timestamp is behind that one.
