What does this MR do and why?
This change fixes the button to download the runner binary URL for each of the OS type.

How to set up and validate locally
- Go to any project
- Open CI/CD
- Expand Runners section
- Click on "Show runner registration information"
- Select different Environments (Windows or MacOS)
- Hover over "Download latest binary" button
- Confirm the URL is the right one for each binary.
