What does this MR do and why?
It's a ground mechanism for Github issue events import
And first part of specifically GitHub Importer - Migrate issue 'closed/reopened' events

How to set up and validate locally
Create project via import from Github. The project should have issue that was closed at least once. After import make sure that issue has closed events with appropriate author and time.
