Rename 14_non_devops folder to 14_product_intelligence

What does this MR do and why?

As one of the tasks of issue &1242, this MR sets the correct folder structure by renaming the old 14_non_devops folder to 14_product_intelligence.

How to set up and validate locally

Verify that the folder: qa/specs/features/browser_ui/14_non_devops/

is renamed to: qa/specs/features/browser_ui/14_product_intelligence/
