Add verbiage for indexing range of projects

What does this MR do and why?

This MR makes two changes:

  1. Adds content about using the ID_FROM and ID_TO environment variables to specify a range of project to index. This is implied, but not called out explicitly. Some customers have been confused about this.
  2. Flips the order in which ID_FROM and ID_TO are used so that FROM comes before TO. As the order of these is interchangeable, putting them in the FROM then TO format matches the typical smaller before greater convention of writing an order of numbers.
