What does this MR do and why?

This reverts commit 5f9f1372.

This version of Gitaly caused a production incident: gitlab-com/gl-infra/production#7284 (closed)

As soon as these changes landed, file-cny-01 jumped in load, as there were at least 50 processes running git for-each-ref on the pool repository.
