What does this MR do and why?

What?

This MR:

  • removes all uses of use_read_total_timeout and skip_read_total_timeout options
  • makes the error raising behaviour as default
  • removes the logging code
  • removes relevant tests

Why?

After checking logs and having a discussion comment#1000720443 we decided to go with this approach.
