Remove note indicating IP Allowlisting breaks SSH

What does this MR do and why?

Remove a note which stated that implementing IP Allowlisting would caused git+ssh to fail, as this has been addressed by Apply GitLab SaaS IP Allowlisting for SSH (&6296 - closed)

Restricting HTTP traffic on GitLab.com with IP address restrictions causes SSH requests (including Git operations over SSH) to fail. For more information, see the relevant issue.
