Solves #365919 (closed).

This MR adds link to CI/CD Analytics Time to restore service tab from Value Stream Analytics page. Before clicking Time to restore service on Value Stream Analytics page would redirect to documentation. Since we have CI/CD Analytics Time to restore service chart now, we should link there.
