What does this MR do and why?

Describe in detail what your merge request does and why.

According to the implementation plan of issue #324860 (closed) The Projects::VulnerabilityFeedbackController will be modified to create a Vulnerability on the fly for a given Finding.

After this change, the Vulnerabilities::Feedback object will not be created when a user interacts with a finding.

There will be no Vulnerabilities::Feedback objects to be destroyed when a Vulnerability is reverted to detected.

This Merge Request updates the Vulnerabilities::RevertToDetectedService to work without destroying Vulnerabilities::Feedback objects.
