What does this MR do and why?
Enable feature flag to migrate worker name to a Ci namespaced worker. This has been enabled in GitLab.com, but not for self-managed.
The feature flag needs to be enabled and released, before the deprecated workers ArchiveTraceWorker and BuildFinishedWorker can be removed.
