What does this MR do and why?

Move the ::Namespaces::Storage::EnforcementCheckService from the services directory to the lib directory. Rename it to ::EE::Gitlab::Namespaces::Storage::Enforcement.

This is a follow up from !91097 (merged) and came out of a discussion here.
