What does this MR do?

Moves the warning about removing files from git history not being an effective way to redact secrets from under the "Storage limits" heading to be under the "Purge files from repository history" heading.

Why?

This warning is not particularly relevant to users reducing repository storage, but it is very relevant to people looking to purge files from repository history when they've accidentally committed secrets.
