Format multiple quick actions with <br> for MD preview

What does this MR do and why?

Changes the joining of multiple quick action commands to be '<br>' instead of ' '.

How to set up and validate locally

Open an epic and enter multiple quick actions into the comment box, for example

/label ~Pyph 
/unlabel ~Brins 
/child_epic &4 
/parent_epic &2 
/title Some new title

Preview the markdown and look at the quick action preview section.
