Introduce emails_enabled? function for models

What does this MR do and why?

This MR takes the first step to replacing the emails_disabled database field with emails_enabled. This is done with the end goal of matching the design found in #24733 (closed), specifically the request to switch to a positive connotation which includes the database column changing: #24733 (comment 954977953). Per the suggestion of @acook.gitlab on another MR, the work will be split into several MRs.
