Improve alert UX when updating existing design

What does this MR do and why?
Updates error banner from createFlash to GlAlert when drag and dropping a design onto an existing one. The banner is also moved to the design section to keep in contextual.

How to set up and validate locally
- In an issue add a design or ensure there is one already attached.
- Attempt to drop an image with a different name.
- Attempt to drop multiple images onto an existing design.
