Update LabKit library to v1.16.0

What does this MR do and why?

Bring the following changes from labkit:

  • include original address in correlation CIDR checks (ae96001)
  • run make recipes in parallel during backward compat check (efa9c71)

This will make it possible to propagate correlation IDs to Workhorse when PROXY protocol enabled (for example on our GitLab.com setup where we use HAProxy as a reverse proxy). See gitlab-shell#592 (closed)
