Adding issuable id as a prop for incidents

What does this MR do and why?

With the addition of work items, users can add a task in markdown on issuable descriptions. In order to associate the task as a child, we need access to the id of the parent. On issues, we're passing issueId. We're not passing that down with incidents though. This MR should fix that.
