What does this MR do and why?

Add Andrew Smith as a proofreader for English (UK) translations.

Following on from this issue - #26664 - I'm applying to be a proofreader for the English (UK) translations.

There was a comment that the Technical Writing team are unable to help take this on at the moment (#26664 (comment 1019399124)), and it is mentioned at the top of the proofreaders file

Most translations are contributed, reviewed, and accepted by the community

Unfortunately I don't have any history translating other projects, but I am a native from the UK, and a Core Team member, so hopefully that goes in my favour 😄
