Correct the logic on duplicate package toggles

What does this MR do and why?

Corrects (inverts) the logic on the Reject packages with the same name and version toggles found under: Group > Settings > Packages & Registries > Duplicate Packages as per issue 367659

Based on the description of the option the toggle operation is currently the opposite of the intent.
