What does this MR do and why?

The documentation for View Vulnerabilities in a pipeline currently lives under https://docs.gitlab.com/ee/user/application_security/security_dashboard/.

The current location is misleading because the Security Dashboard doesn't have a vulnerability report, and it doesn't link to pipelines.

This MR moves the relevant content from https://docs.gitlab.com/ee/user/application_security/security_dashboard/ to https://docs.gitlab.com/ee/user/application_security/vulnerability_report/pipeline.html. Internal anchors are also updated.
